Mode 1 is max. km/h programmable via app.
Mode 2 is a kind of economy mode at max. 20 km/h.
Mode 3 is a kind of sport mode at max. 20 km/h with more power and better acceleration.
Mode 3 with additional battery is max. 25 km/h with much more power and much better acceleration.
The information from @Danielpido applies to the ES2 model, unfortunately this model does not have road approval.
