Is it normal with the processor that I have 90 degrees celsius when I'm gaming, so it's permanent it's not higher or lower, and when I'm not gaming it's 60-80 degrees celsius?

"Normal" would actually be more in the range of 80-90 degrees at full power, but in "idle" mode the CPU should not be above 70-75 degrees, I hope you have enough thermal paste on it, otherwise it would be interesting to know what your average room temperature is, or what kind of cooler you have on the CPU.

90° is Temp max, then it is throttled down. Should only be reached in benchmarks, in games at most 80° and idle 40-45°. I use a Dark Rock Pro 4 in a poorly ventilated case and have these temperatures.

My computer:
At full load, i.e. Cinebench 23r rendering, all cores used, the CPU goes up to 90°, but not higher. A lock seems to be activated.
With Witcher 3, the CPU never exceeds 72°. This probably has to do with the fact that only half of the cores are being used.
When idle, the temperature is around 40°.
Heat-conducting paste, better ventilation in the case, undervolting, greasing, installing a really fat CPU cooler or simply a combination of all of these can help against heat.
