so at the bottom of the board you have 2 led-ports, one white and one grey, plug the fans together and attach them to the grey port, the white one is for non-addressable led's, so if you attach the fans there they just light up in a defined colour and if you attach them to the grey one you can also set rainbow effects ect. adjust... just read the manual of the board... on page 7 is the board layout and one page later you can read what is what ;)
otherwise here are the instructions so you have to plug in the stuff... ;)

You only need the VDG cable if you want to control the colour from the mainboard and/or synchronise it with other RGB parts.
If the board cannot do this, the connector remains unused. For this, the reset plug must be connected to the module. In addition, each fan has two connectors: 1x power cable for the fan, which is connected to the MB, and 1x RGB cable, which belongs to the small module.

Have you really wired everything correctly? Are you pressing the reset button correctly? (Sorry for the stupid question). Because the reset switch could also be defective. You can test this by short-circuiting the two pins on the module with a screwdriver to create a change.
