The Verbatim 43890 Blu-Ray burner must be connected to a USB port on a PC or MAC. It is the burning software (NERO,...) that supports the 4K UHD format of the video displayed on the PC or MAC. In this case, the answer is: yes. Not tried on the USB port of a 4K TV. Question to ask the TV supplier.

Yes, unfortunately this is the case with Windows, but also with MacOs and Linux. Under Windows, you need player or burning software to be able to play DVDs and Blu-rays with a Blu-ray player or burner. Nero Media Home should work, but there are others. Just try the search engine.
The BD-RE does not differ from a BD-R when read. The "E" at the end stands for "Erasable" and such discs are also rewritable.
