You need a USB-C port that also supports Power Delivery 2.0 and DP1.2 Alt mode. Unfortunately, such a connection cannot be realised via HDMI or USB-A, even not via all USB-C ports (as not all USB-C ports support the protocols mentioned).

USB-C has many different functions, and not all devices support everything. Reading specifications is required for USB-C. Whether that makes sense or not is debatable. The laptop must have a USB-C port and support DP1.2 Alt Mode (lenovo spec.). DP stands for Display Port. DP Alt Mode means that DisplayPort signals go through the USB-C connection. Since HDMI signals cannot be converted into DP signals without further ado, it is definitely not possible with an HDMI-USB-C cable. USB-C - HDMI cables usually convert USB-C to HDMI, but not vice versa, which is why they are also called USB-C to HDMI.

I could only test it with the MacBook. It works perfectly there. Be careful with adapters from one type of connector to another! These often only work in one direction; I could not establish a connection between PC (HDMI) and monitor (USB-C) with an adapter HDMI to USB-C, because the corresponding adapter only converts from USB-C (PC) to HDMI (monitor) and not vice versa.

i use the monitor as an additional, i.e. "extend". if you run the monitor via duplicate, it shows you the same picture as on the main monitor. if you now have a graphics card that supports enough outputs, this is certainly also possible with multiple monitors.
